Many thanks for your personal letter of
the 14th July about Shanghai affairs, which I immediately
passed on to Mr Henderson.
No final decision has been reached yet in our
extraterritoriality negotiations.
The force of
Mr Feetham's argument is fully recognised and if it is not decisive with the cabinet it will only be because there are even stronger arguments on the other side.
It goes without saying that Japan's decision,
as well as that of other countries concerned, has not
been left out of account.
